CTC’s mission is to actively promote community development and improve the social, economic and living conditions of underserved individuals and residents in economically distressed communities throughout Guam. We are dedicated to providing accessible financial resources, comprehensive support, and tailored solutions that empower our community, foster economic growth, and create equitable opportunities for all.

News and updates related to community projects

Since being established in 2006 CTC has funded 129 investments totaling $1.2B, including 92 loans and equity investments totaling $516M comprised of $86M in Low Income Housing Tax Credit (LIHTC) projects, $107M in educational facilities, $38M in public-private partnerships for the local government, and $52M in community revitalization developments. In terms of direct lending 70 loans have been made totaling $229M, of which 31 were commercial loans totaling $200M, averaging $6.4M, with zero defaults or write offs. In addition CTC’s management team has facilitated 39 loans and equity investments from outside sources totaling $739M
